This is because of the incorrect upsized tyres. You are using 165/70 R13 where as the recommend upsize is 165/65 R13. This effectively means your tyre's sidewall height is 8.25 mm extra than recommended. This is the prime reason for the tyres touching the wheel arches.
I suggest you try tyres of 165/65 R13 size. If the problem still persists then there is some issue with the shockers. But I believe correct tyre size would solve the issue.

If you want to increase ground clearance of your vehicle then let me tell you that upsizing tyres will not solve that issue. A better and cost-effective solution would be to go for after-market spacers. These would cost you around Rs500/- approx. for a pair and will improve the ground clearance.
If you still want to upsize the tyres, then the stock-size on Alto K10 is 155/65 R13 . Valid upsizes would be 165/65 R13 and 175/60 R13. You can go for any of the sizes, but I would personally recommend 165/65 R13 as it will offer better road grip and not hamper the handling .
